ICCF promotes stable community activities rooted in peace, independence, and self sufficiency to facilitate the growth and development of Black, newcomers and less privileged members through community associations across Canada.
Our Mission
The mission of the Independent Community Consulting Firm (ICCF) is to help identify and secured Federal and Provincial grant to support the work and training programs for non-for-profit Black led organizations to better serve Black and visible minority communities across Canada.
Our Vision
To foster social interactions among various visible minority communities across Canada by collaborating with our clientele, governments departments and agencies, public and private organizations to help reduce social and economic inequality among Black and visible minority communities across Canada.
Objective
ICCF promotes stable communities’ activities rooted in peace, independence, and self-sufficiency to facilitate the growth and development of Black, and visible minority organizations across Canada to:
- To strengthen organization operational capacity through the revision of existing programs, expand and/or adopt new programs and services that align with the organization’s mandate.
- To identify Federal and provincial grant/funding to ensure the delivery and implementation of the newly revised or adapted programs and services to better serve the community.
- To conduct strategic planning focusing on Board of directors, executive leadership training, funding, sustainability and strategy to maintain organization capacity, operational effectiveness and efficiency.
- Provide project management services focusing on project implementation strategy, financial reporting, survey, evaluation, data analyses, etc.
Project Team
Rahime Konneh – Executive Director
Rahime Konneh is a detail-oriented project consultant, whose aptitude for empowering Black and Visible minority communities extends over 8 years of relevant proposal development and project management related work experience.
These experiences have allowed Rahime to work and volunteer on behalf of social development, conflict resolution and project management within local and international organizations such as United Nations Association in Canada (UNA-Canada), Key-Action Network -Hamilton, Atlantic Council for International Cooperation ACIC, NL Independent Living Resource Centre (ILRC-NL), Reachability – NS, Refugee Advisory Council Sierra Leone, West Africa and as the executive director of Community Capacity Building Network (CCBN) and Independent Community Consulting Firm (ICCF) respectively.
His educational background includes a double major in International Development Studies and Political Science, Master in Public Policy, Post graduate Certificate in Disability Case Management and Project Management.
Rahime’s tasks include the following:
- Work with the client to identify Federal and provincial grant opportunities, develop a compelling project proposal that attracts funding for the client to ensure the delivery and implementation of social development initiatives to better serve their community.
- Provide project management services focusing on project implementation strategy. When funding is secured, Rahime continues to provide project management insights and directions focusing on executing project deliverables, financial reporting, survey, evaluation, data analyses, etc.
Chantelle Quow, MBA – Strategic Planning Consultant
Chantelle Quow, MBA has over ten years of experience across multiple functional areas, including mentorship and coaching, strategy design, financial analysis, market research, management training and development, marketing, and entrepreneurship. Chantelle’s passion is in research, predominantly entrepreneurship in Canada.
She has been involved in studies that look at the challenges faced by the BIPOC community when navigating the entrepreneurial terrain in North America. She worked on strategic planning initiatives with Jehovah The White Cross NFP Organization, Black HR Professionals of Canada organization among others, created programs for Black creatives in Virtual Reality and participated in two national studies for the BIPOC community (FoundHers and Building Black Businesses in Canada).
Chantelle’s tasks include the following:
- To conduct strategic planning focusing on developing long-term organizational goals, funding sustainability strategies to maintain organization capacity, operational effectiveness and efficiency.
- Training of Board of directors and executive leadership to ensure the delivery of program and services, ensuring staff and leadership responsibility.
Ashia Dukully—Program and Services development consultant
As a knowledge development consultant, Ashia has expert knowledge in developing programs and services for not-for-profit community-based organizations. For several years, Ashia has revised and/or developed organizational mission statements, programs and services for more than 12 not-for-profit organizations across Canada.
Ashia’s tasks include the following:
- Strengthen organization operational capacity through the revision of existing programs, develop new programs and policies that align with organization mandate.
- Ensure that the newly developed programs and policies attract Federal and provincial funding to support the work of the organization.
Clientele
Through our community engagement and partnership, the Independent Community Consulting Firm (ICCF) has for several years developed positive working relationships with many Black and visible minority organizations across Canada, enabling the organization to gain the confidence of not-for-profit black-led English and French-speaking minority organizations such as the Congolese, Sudanese, Sierra Leonean, Nigerian, Ghanaian, Algerian, Malian, Ethiopian, Liberian, Egyptian, Algerian, Gambian, Kenyan and Cameroonian communities.
Clientele – JTWC
Jehovah, The White Cross has a mission to grow and seek the advancement of education, relief of poverty, provide capacity building initiatives such as employment support services, distribution of vital food to vulnerable individuals, plus many more initiatives.
ICCF has the pleasure of working with JTWC on a strategic plan for operational efficiency with the goal of launching amazing projects in 2022.
From 2019 to 2021, the ICCF has successfully secured Federal funding for the following organizations across the country.

Throughout the implementation of the aforementioned projects, ICCF maintains communication and a system of notification regarding the distribution of project related information via e-mail, fax, regular mail, newsletters, flyers and social media or telephone calls to keep designated Executive staff informed, including but not limited to preparing progress and final reports and submitting these reports to the appropriate Federal authority on behalf of our Clients.
Deliverables
The output of the project will be workshops and a strategic plan that will include the following:
Organizational assessment and a strategic plan of action on operational improvement and efficiency.
- Strategic planning focusing on funding sustainability.
- Financial policy review and improvement.
- Board of Director training focusing on their responsibility and contribution to organizational operational efficiency in areas of accountability and ethical policy/decision-making process.
- Executive Staff Leadership Training focusing on program management sustainability strategic plan.
- Accounting Services and Registration of business name and HST with the CRA.
- Training on HR Policies and procedures.
- Leadership training on the essential communication, collaboration, and management skills needed to empower and inspire innovation and teamwork.
- Training on developing strategies to strengthen organization power to build strong mutual-influence relationships within the organization, with clientele and stakeholders.
- Staff Training – How to Use Virtual Platform Safely and Effectively.
- Provide strategic planning reports and recommendations on organization operational effectiveness.
- Data review and analysis.
